Ok... I know that I had the same issue with HTC Home and that's because there's a registry entry that makes the plugin stick to the top and unmovable. This same option, also made the plugin unplaceable within Shell's and Plus's tabs.
You can try this at your own risk... but it worked for me an many others with HTC Home. Quote:

Didn't even think to check the TYPE value on those plugins. I will do it tomorrow and see what happens.

u might be able to use a utilities program like sktools or memmaid to "unpin" those plugins such as htc home, the date plugin, etc and then try to incorporate them in one of those tabs
