Ok... I know that I had the same issue with HTC Home and that's because there's a registry entry that makes the plugin stick to the top and unmovable. This same option, also made the plugin unplaceable within Shell's and Plus's tabs.
You can try this at your own risk... but it worked for me an many others with HTC Home.

You can see that one is specific for HTC Home, however, under \ITEMS you should find most, if not all, of your other plugins.
The one I was never able to figure out was Newsbreak. I use it too and it already is type 4, but it still doesn't show.
