Use MaxTTM to skin the taskbar and softkey bars. But do not use any of its other features. It was made quite some time ago and has not been updated in a while.
Only use the WM6.5 tab in the app to skin both top and bottom bars.

I have actually had multiple requests, via PM for several of the last few wallpapers I showed, so I will post them all here now.
