What are you after?
A transparent notification bar for CHT?
The one with the 3 small icons on it?

So, I am going to install this in a bit, but the instillation instructions say to remove the old version. I don't see that option in my Remove Programs tab. I am running with NRGZ's Energy Rom 23549 March 26 Build with Cookies Home Tab for the Imagio, should I just install? I did the CHTEditor backup.

If you are saying that you are running a rom with CHT cooked in, it's recommended to use a fresh standard rom to install CHT 1.7 on.
There can be conflict issues, when applying CHT 1.7 on top of a cooked in 1.6.
So, I suggest either flashing a standard rom and then installing CHT 1.7, or flash a newer NRGz rom with CHT 1.7 cooked in.

I know he has, that's why I suggested it.

Sorry that you didn't wanna reflash, but it's the best way to install the new version, if you are using a rom with 1.6 cooked in.
It can cause slowdowns when installed on top of the old one.
Too many conflicts between old and new files.

im havin a bit of an issue. I got a slew of texts earlier, and now i have the bubble, but no new text. And the bubble is not showin up on the tab, just thenotification bar on the home screen. ive ran the fixundreadtext exe, no go. tried reinstallin the entire cookie mod, as well as the cht editor. the bubble remains. Any way to fix this without hard-reseting?
