Has anyone seen this Titanium interface?

I came across an article about why WinMo is better then iPhone at Why Windows Mobile Rules – iPhone vs Windows Mobile Part 2
and in looking at the screenshots I notice there is a Titanium interface that I really like, but cannot find out how it was done. Especially the missedcalls/texts/v-mail panel and the Fav People panel. This is the image, can anyone help?
