verizon wanting to upgrade have dialing problem

well I tried the following,
pulled the battery out, put it back in, put the phone in boot loader mode, ran the rom, at one hundred, when it was restarting, I pulled out the battery, pulled out the usb chord and waited about 20 seconds, put the battery back in and immediately performed the hard reset. when the phone comes up, you can't dial anything right off.
I tried *22899 and the call was lost, but however, I dial *22802 and the call wants to program my phone.
I hang up instead of programming.
I then dial *22899 and the programming takes place.
The phone soft resets and then comes back up.
I can't make any calls until I hit *22802 and let it connect and hang up.
Mabee it's this radio or rom.
