verizon wanting to upgrade have dialing problem

okay, I took out the battery, put it back in, put the phone in boot loader, reflashed the rom, then as soon as it hit 100, and the phone reset, I immediately stuck in the stilous, and did the hard reset, by holding the left soft and right soft, hittint r and space.
Then the phone went through the screen alignment, and did it's customizations.
when it comes up I can't make a call unless I hit star 22802.
Hang up as soon as I connect, and every time I restart the phone this is what I have to do with this rom and radio 3.42.30.
