You need to put a custom ROM on your phone. Either one that you made with a kitchen or a premade rom that is compatible with the radio you loaded.
What is your bootloader and radio versions?

I fixed it
-1.2 bootloader was installed
-installed 2.17 htc official release
-was able to boot into winmo
-upgraded to 2.4 bootloader once I was able to sync with active sync
-installed newest "official" rom release
-now back up and running with no issues

I think this happens when some of the settings in EPST get corrupted. Next time you could try this:

Go into EPST-->Edit-->Enter your MSL-->View Info-->M.IP Settings-->Change MIP_Mode to a different value, and then change it back. You can alter and restore other settings as well, the goal is just to get the device to refresh. Hit Menu-->OK. Your device will reset, and hopefully acquire signal at normal speed.

Ya, I'm thinking all the settings in EPST are refreshed whenever any change is made. Doesn't seem to matter what you change, as long as you change something. Not sure which setting is the actual culprit.
