I beg your pardon. Did you get your cables mixed up? The USB cable will NOT charge when my phone is powered off. Perhaps you are using a high-powered hub?

Edit: Sorry I didn't mean to sound harsh. The USB charging is so pathetic (especially with a laptop) that it can barely keep up with the current draw needed for the display. Add to that the radios and you will seldom if ever see a full charge with it. It would charge to full if it did indeed charge when powered off but . . .
