try checking in opera to make it defualt then open PIE

Didnt work either. After deselecting Opera as my default, the registry information reads 0=Pocket IE, 1=:MSPIE, 2=1, 3=0

Are these the correct settings for PIE default?

What I'm trying to do is add a favorite as a widget in MS3 that will open to the current web page. For some reason when it opens in Opera it opens the cached, static version of the favorite (which is months old). I'm trying the get the url file to open in PIE.
