I have had this happen to me from time to time. If the red light does NOT come on, it is NOT charging. The bar icon does not indicate charging. Usually to fix the problem, I have either had to soft reset the phone, or reboot the PC. That has always worked for me in the past.

Same here. A soft rest has always worked for me.

Maybe it is not activesync, but instead the lack of treo driver. I've tested more phones today with desktops, laptops, with and without activesync. I've power cycled the phones too. So far, the only way we've gotten these phones to charge with USB is with activesync installed. However, none of the computers without activesync have the treo driver installed (windows is trying to install the driver for the phone, etc).
