No there are several chefs beginning to build Windows Phone 6.5 ROMs. Juicy, Mighty Mike, Merdin, etc. (apologies in advance in leaving any one out).

You have to flash a ROM with 6.5 in it. Available here and xda-developers.

Yes but as of right now they are all for the HTC Touch Pro to my knowledge.

I have a alltel Touch pro

and for the life of me after reading and reading and reading the instructions on unlocking and installing ROms.........I couldn't figure it out
