It's a VGA (640x480) camera for video telephony. It's a common feature on some of the newer HTC GSM offerings. It's on the TYTN II, but oddly not on the Tilt.
If you load up some of the dailer skins on XDA, you can get a feel of where the "video" button is on the phone dialer for tele-conferencing.

I would like for our current units, that scrolling face contacts, animated weather icons and that clock..That should be doable.

I am sure that after seeing those examples, there have to be some very talented individuals already mechanizing somethings of the sort..

**eGPS
What is eGPS you ask? Talk about cutting edge, this stuff was just officially announced by the UK company CSR in February. Basically it’s like aGPS but better. Way better. (In fairness, Qualcomm has their gpsOneXTRA to compete)

A typical eGPS push-to-fix will be available in less than 4 seconds, accurate to within 10 meters and require the equivalent power of less than 1 second of handset talk time.

I am with VZN right now and IF they get it they will cut functions out I think. We will be moving to Texas and the area is Sprint we'll be living in so maybe Sprint will carry it and it will be loaded?

A-GPS is better than GPS because it can use an assistance server when needed in many ways:
