To answer the original question, it is stored by default in /system/media/ as bootanimation.zip. It is nothing more than a bunch of .png files played sequentially with a desc.txt file that controls the size, speed, looping, etc.

If you want to replace it, you can copy a bootanimation.zip to /data/local/ (you may have to create the folder) so you won't lose the original (and it will survive ROM flashes if you don't wipe data)

You can go to http://droidboots.com/ for some alternate boot animations.

As far as using it as a wallpaper, I think someone made a live wallpaper out of it.
