I found it under the WINDOWS folder on my device.

I got my phone updated to radio 3.42.30
I updated the ROM to WM 6.5 (thanks to PPCKitchen )
I have GPS enabled, I think, but not yet working.

Glad to hear you are making progress!
I don't know if you know this or not but the 3.42.30 radio is the Sprint radio. It is the radio I am using. If it works for you then great! I will say though most Verizon/Alltel vogue users upgrade to the 3.42.50 Bell radio or they use the 3.37.78 Verizon radio. Just passing that on to you.
