Certainly should. Checking the properties of the ".wav" file, I find that it is in fact an MP3! So, it very well could be that all you have to do is change the extension. My MP3 ringtones are in a folder called My Ringtones, and they get swept up into the phone ringer plugin some time after being placed in that folder, like maybe after a soft re-set? Try changing the extension, maybe playing it in your MP3 player app. Then, soft reset. (Let us know if that does the trick.)
