If the camera registry is still pointing to Windows\Snap.wav overwriting Silence.wav won't do it. The .wav I made was a blank with the name Snap.wav anyway. you should be able to replace the Snap.wav with my silent one and shut up the camera.

Check the HKLM\Software\HTC\Camera\Common registry to see what it's using for the snap sound then. If you could get the camera app build # (in the about in the camera settings menu) it would help figure this out if that doesn't reveal anything. I didn't realize the camera app differed so much with different carriers.

In the event that doesn't work, here's a link to a vogue camera app .cab that you should be able to install that does have a snap sound that you can disable. It's the same build as the Sprint Touch

Interesting. It's the same build # as the 6.1 Sprint camera. There has to be a difference in the registry in your device. If you can do a registry export, let me know. I'd like to have a look and see what's different.
