Dpad scroll issue

I have xv6900 (ROM unmodified). I cannot scroll down (or up for that matter) while holding the down (or up) Dpad button in any of the programs (eg. start menu, total commander, contacts ect.) if I want to scroll, it have to repeatedly press the direction buttons to reach to a desired line. It used to work before I did the hard reset yesterday. Can someone help me out why my phone is behaving that way? Is there a registry setting that could have changed?

Check Start -> Settings -> Buttons

On the Up/Down Control tab, make sure that both sliders are (at least) near the middle.
