I'm doing some testing with my phone as well and from what I can see, it does need data access to get quick locks. Having data off and blocked by "no data" will cause oncourse to never get a lock on sats. I can see it but it'll never get a lock.

I find that if I have data off but not blocked by "no data", oncourse dials onto the data connection and eventually gets locks.

I find that once you`ve already had locks to sats (ie not from cold start), even if you have data off and blocked by "no data" it will lock on to sats. The sats may already be in cache or something.
could you export your registry HKLM/Software/HTC/SUPL AGPS and post it? I want to compare some settings to see if maybe there's something different there as well as the radio. Thanks!!

I should let you know that I flashed the Official Bell rom and then reflashed to a kitchen rom, but I still got great gps signal.

yes, I had a custom rom with the kitchen before flashing the bell rom. I would've stuck with the bell rom a lot longer but iGO was giving me problems starting up so I went back to a kitchen rom. I still got better gps than I got before flashing. A lot of Bell users have noticed a big difference in their gps strength so it's no placebo effect.

Big differences I noticed are that you get gps locks faster, stronger strenght (ie the bars in iGO are longer) and there are more sats than before without the changes the bell rom made.

The Bell ROM is v. 3.08.666.1, whereas the Sprint ROM is v. 3.03.651.4_2.

It seems reasonable to conclude that there are software components (device drivers and such - separate from Windows Mobile OS) that are more current in the Bell OEM ROM as compared to the Sprint OEM ROM.
