can you tell me what exactly does this CAB do? i too am having problems with my HTC diamond sometimes when trying to connect to the internet.

Basically , it is a carrier cab that sets/changes the settings/rules for your service provider on your device by installing a simple cab file to setup data instead of you having to manually input/change the dialing rules and settings on your device in order to allow you to connect to the internet.

thanks for the reply! another question: my internet/weather does work for some period of time, but then it stops working for no apparent reason. In order for me to get it to working again, i have to soft reset the phone, or turn it off/on. Will this CAB correct that problem?

Unsure. It shouldn't hurt to install a carrier cab (provided you install the right one for your carrier) but I suggest you go over to the diamond forum and find one there for your carrier. It kinda sounds like you may have something there interrupting your connection causing you problems. Maybe you should use an app like Memmaid or ClearTemp that will show what processes are running at any given time so when you are having trouble connecting you can see what is going on there. It is a good idea to use an app like those anyway to help clear out temp files, cookies, and cache every now and then. Hope that helps!
