I had this problem after the alltel update, and I am on alltel unlike a lot of these sprint folks (call sprint and ask them to blah blah Looks like the op is on alltel!)

For me, the problem was a resetting SID. It only started after the update and happens every time I do a hard reset. symptoms are roaming nearly everywhere, even at your own home. dial ##000000 and check the SID. If its set to a 1, that's your problem. Call Alltell and get your SID, change it and the phone does a soft reset, problem fixed

Edit: found out why this is happening. the program PPST which does something to update the radio is changing the SID to 1 wheneever it runs. The program runs from the customization after a hard reset - and is suggested to be run to help the gps. That's how i discovered the source of the problem.

I calle Alltel tech support and was told that this flashing icon ans signal bars is an indication of in area roaming (?) and that when the roaming icon is on steady that you are roaming in another carriers towers. The one thing that they did point out is that there is no way to turn off the sound for the roaming notification with the new ROM.
