As xcopmanx said, the GPS will work w/o a dataplan, but if you try GoogleMaps, or LiveSearch then it will access the internet and cost you a lot.
Now if you used a dedicated GPS program such as TomTom, iGuidance, etc. These programs have the maps are stored on the device, and it should not cost anything (as it won't be using the data to get the maps).
