Riddle me this Batman

Is anyone else having an issue similar to this? Every day my clock goes from 2:59pm to 4:00pm. Then at 5:59pm (4:59 real time) it goes to 5:00pm. Soft reset puts time back to correct time, but it has me stumped.

Can you explain why that would make any difference?

Um, because the Today timeout has nothing to do with setting the time. The setting controls how long, if at all, the phone will bring the Today screen to the front after a period of inactivity.

The signal is strong in my area, with the exception of when I'm in the subway. But the time change happens a good 20-30 min. after coming out of the tunnel. I turned the time out off yesterday but never looked at the phone, I'll make sure to check today.
