Under that... there is a transparency selector. 0% is no transparency (so you see the full color image) and 100% (is more washed out).
Windows is default set to use white behind the background, you can change that with tweakers (SKTools lets you change the desktop bg color in Tuning)

The quality of the image seems to degrade when I set image as background, I'll play around with it to see if there are any quality settings or something.
