ActiveSync
Drag or Copy/Paste your MP3 into the first window that pops up ("Mobile Device" in address bar)
Follow Pibe's instructions on how to activate it

Ya it might seem like it might create clutter in your root but unlike regular ringtones it wont read the files inside another folder.

Also, though memory is not much of an issue with the Touch like my mogul was, you can download free apps like Audacity and cut your MP3's down to 30sec for ringtones or even less for notifications. Do a search if interested.

You can explore through Activesync or use the File Explorer on the device. If you use AS you will need to set Windows Explorer to display hidden and system files.

1. Activesync your phone
2. Explore
3. Go to Tools>Folder Options> View Tab>select show hidden folders
4 Your windows folder will pop up in the "My windows mobile based device" folder.

And if it still doesn't work then put it here (quote)
