Well on the surface the entry appears to an attempt by Sprint to disable tethering in I.S. without having a PAM plan. From what little I know, the rilphone.dll manages the phone, evdo, and wifi connections among other things.
It in this case it prevents I.S. from initiating a data connection on it's own unless you have a PAM plan and set it to that......when you hit connect with I.S. set to pcs it won't dial into Sprint and connect.
It is a pretty lame attempt as all you have to do to get around it is have a data connection already going before you hit connect, which is easily done by opening IE on your phone first.
It may do other things as well like alerting Sprint that you are connected with I.S. or something like that, but I'm not sure as I'm just a novice, Luv2chill is the real expert
