If not, can I set up internet sharing through my laptop, so that my phone can access the internet when connected through actisync, usb, or bluetooth?

As far as I know, you can't use calls/airtime minuites for a data connection from your device. When your device accesses data it basically calls the data server so your carrier keeps track of your usage in kb rather than minuites. If you find another data server that your device can call for free then maybe it might work. I seriously doubt it though.
I believe you can use the internet connection of your PC to access data for your device but I don't know how to do it.
I suggest you look at Sprint. Unlimited Data is $15 a month. Or I suggest switching to a low cost carrier like CricKet or MetroPCS. Those carriers have great prices and can be great if they have coverage in the area that you want to use your device in. Good Luck!
