That would be the older versions of voice command that are causing your problems with Settings.

Unfortunately not... its happening even if I install different programs...

If you rebuild leaving out VC 17913 and add 19209 you will not have any problems accessing your settings. YOU MUST REBUILD WITHOUT IT.
