Legally - Not so much.
Yes, indeed, you can build your very own Hackintosh, and run OSX on it. Even with an Intel or AMD processor. However Apple's EULA states that OSX cannot be installed on "non-Apple branded hardware". Otherwise, you are in legal violation of the end user legal agreement.
This is the core reason most people dislike Apple/Macs/iPhone. They don't like the totalitarian dictatorship Apple (i.e Steve Jobs) wants to have over what you do with your hardware/software.
