well, it's best to have a stock rom when the phone is activated, test all these functions, then go to whatever custom...

you likely need to run the Update Profile (available in cabs around here, or the stock rom)
if that fails, you need to do a ##3282# (data) then go to menu>reset
when reboots run update profile again.
