Reset the internet connection without rebooting

I'm in New York City, and when I go onto the subway, which has no signal, it seems that when I come out, the internet is almost always down, even after I get signal, bars and can talk and send texts.

It seems that when titaniumweather or some auto-connecting software tries to connect and fails, it takes the entire internet connection off line somehow.

So far I haven't been able to get the internet up except by a soft reset. But a soft reset always works. Is there a way to re-initiialize the internet connection without a soft reset?
