Custom roms and qps???

QuickGPS is just a program that download the satellites locations to your phone, so your GPS device does not need to wait for this data.

The 911 location setting (or location privacy) is under Phone > Options > Services > Location Setting

As stated the location setting is in Phone/Options/Services/Location/getsettings.
Location must be turned ON for GPS to work! 911 only allows the Operator to locate you in an emergency.
