I'm not sure if there is open enrollment at the moment but that oil ring seems to be a common problem when the phone falls or stays in the sun for a while. With no insurance you might need to purchase a new one. Take the phone in and try your luck. If you go to a repair store they might consider it a defect and replace it for free.

I wouldn't say it's not insurance fraud.
I did the same thing when I got a crack in my windshield and I didn't have glass coverage. I called Progressive to put it on my policy and they specifically asked if I currently have any cracks in my windshield. Of course I said no and went on with the change and I called a couple of days later to get it replaced. When I called the agent even made a comment about me just adding glass coverage and was weary about approving the claim.
I can bet if they would have found out if the crack was present prior to me adding glass coverage, they would have taken action against me.
