Returning my Verizon Touch Pro but will not relock

Trying to relock my Verizon Touch Pro. Reinstalled the stock rom copied the verizon relock to my phone. Each time I run it I get an error:
An unexpected error has occuredin Raphael VZW Rocker.exe.....

Any insight?
