Yeah, anyone who claims to have an "unlocked" CDMA phone is either a F'in moron or trying to sell something(in his case, probably both). CDMA phones are not locked, they are simple sold by the OEM to the carrier which then loads it into there system (not individually of course, normally in "blocks" or an ESN/MEID range). The good thing is if it is a Sprint phone and you are trying to get it on VZW, its no easier or harder regardless if the phone is blacklisted by Sprint since CDMA carriers don't "share" there databases, including any lost/stolen/deny list. But I wouldn't pay that much to an idiot anyways.
