Arcsoft MMS 5.0.82.79 From Sprint With Threading MMS

i have a touch pro CDMA (Verizon) MMS works but was looking to increase the size limit being sent and did registry edit which now show the new size limit increased (5.3M) ... tried to send a video (4.3M) but not allowing me to be sent , i get an error stating that file is to large to be sent ...

so even though i change the size limit, it wouldn't matter cause the other party would have to change the size limit as well regardless of carrier for them to be able to receive the MMS right?
