If you didn't soft reset after making the change, that might be the reason.

Yup! But remember, if you make a regedit or install a program that adds registry keys, wait about 30 seconds before soft resetting. The WM platform takes a short amount of time to add the keys to the registry. So if you do soft reset before then, it will be as if you never did anything!
