1) navigate to HKEY_LOCAL_MACHINE\Comm\InternetSharing
2) Delete this string: Extension - isext.dll

You may also need to delete the value (if it exists):
\HKEY_LOCAL_MACHINE\Comm\InternetSharing\Settings\ ForceCellConnection
