Battery Question

Anyone ever struggle to update a ROM because their battery ALWAYS reads at 1% - despite having benn charged for 2 days on a brand new battery? (phone battery life also suggests the 1% is incorrect as it lasts all day).

I feel like this is a setting that can be modified, or cleared, allowing the new ROM to be loaded...

Thoughts? Thanks for your help and suggestions - this is a great forum for these types of challenges.
