My phone won't flash and change ROM's?

Title says it all.

I go to install a ROM, connections are good, phone is unlocked, etc, and everything seems fine. I run the "ROM update utility", just like anyone else would, phone says "updating" like it always did, but nothing changes. it just wiped the phone and keeps the old ROM on there.

I have done lots of ROM changes before, I'm not sure what happened. I left it with a guy to fix due to minor water damage, but he wouldn't of changed anything.

What should I do? I really need to change this ROM.

Did you try bootloader mode then flash?

Could you explain to me how that works? Sorry, I bought the phone off of eBay and just flashed the ROM's using one method.

Oh, I forgot to mention that my phone does NOT reboot after a flash and installing a new ROM. I have to reset it myself.
