My phone won't flash and change ROM's?

Title says it all.

I go to install a ROM, connections are good, phone is unlocked, etc, and everything seems fine. I run the "ROM update utility", just like anyone else would, phone says "updating" like it always did, but nothing changes. it just wiped the phone and keeps the old ROM on there.

I have done lots of ROM changes before, I'm not sure what happened. I left it with a guy to fix due to minor water damage, but he wouldn't of changed anything.

What should I do? I really need to change this ROM.
