Download the .cab file and move it into your phone (main memory or storage card is fine). Then use file explorer on your phone and open the .cab file.
Download to main memory if it's a theme and then soft reset your phone.

Changes will be seen after you soft reset. Do NOT disable tf3d unless you don't want tf3d at all.

I always had better luck disabling TF3D, then installing the cab, soft resetting, then re-enabling TF3D.
