I'm not at all 100% certain of this, but my recollection is that the slider is just controlling how often the WiFi chipset "sleeps" for inbetween transferring data (and when scanning for access points). Hence, when it's optimized for battery performance, first recognizing an access point will take longer, and then when you're browsing the web you'll have longer latencies between clicking on something and getting the entire result.
I have a suspicion that the latencies while browsing are small, though, e.g., it taking, say, 11 seconds to load a page rather than 10.
