Other than custom or updated factory ROM's, the only reason I can think of to hard-reset is that something happens that no other solution wil fix. Perhaps you install some software that jams things up, and nothing will cure the issue it seems to have introduced, including un-installing, soft-resetting, etc. The answer could be "never" (especially if you never change ROM's) to frequently, if you are always trying to push the boundries to see what the phone can do, and are sort of a "test pilot" around here.

It does however require you to reactivate your phone by doing the *228 on VZW...I learned the hard way in Canada...VZW had me manually enter some phone settings inorder to be able to make and receive calls. You cannot activate your phone with the *228 option while roaming.

Yes it deletes everything and returns it back to the way your phone was when you took it out of the box. Luckily I use Exchange so everything is saved but you can also use PIM backup to make a copy of your data...
