Can a regular Micro-B USB Cable be used to Charge and Sync?

I've heard some laptops may not provide the full 500 ma that USB is spec'd out to have, also many computers will kill power to the USB port it they goes to sleep. Either of these could have caused the issue.

I have charged my TP2 on my PCs without problem as long as they are not in sleep mode.
