It is definitely started via a service and not a Windows\Startup or a HKLM\Init registry key. The HKEY_LOCAL_MACHINE\Services\NOTIFICATIONMANAGER 'Flags' registry value needs to be 0 in order for it to start automatically.
Not sure what else to offer sorry. You could try deleting the entire NOTIFICATIONMANAGER key, soft reset, and then add it all back??? I've attached the reg file in case you need it.
