actually this is an app to control the built in lock. ANY option you want relating to power/connectivity/lock is in there. unfortunately that makes it hard to organize and explain all the options. (esp when English is not 1st lang. lol ) I did hunt down the option for you. during one of the revisions he added the ability to set any policy options, so what you need is quoted here

6.18 is out which includes:

- A new way of updating policies.
A new option 'Policies Options' has been added in the setup program. This screen allows the user to view the current security policies (from HKEY_LOCAL_MACHINE\Security\Policies\Policies registry key) and their values.

I can't say 100% that it will prevent the one at startup, however you could just program this app to punch in the pin everytime you want it to unlock.
