You need to read up on stuff before you go modding your phone or installing cabs. For one, not all cabs work on all versions of WinMo/TF3D/Sense. Not all cabs are programs, some are just regedits or manila files. The latter should be installed to the device, not the storage card. Unfortunately, not all developers write their cabs properly and some will ask to install where even if it should go to the device. The cab file will be left behind after installation and has nothing to do with where the app was installed. Almost all apps that install to the storage card will be in a subfolder of \Program Files. To get to the uninstaller you need to select Start>Settings>System? Remove Programs. You can't get there from the slider on the home page. The settings on the slider is for the Manila/Sense settings, not the phone.

You can just sync it with your PC using ActiveSync. Then you can uninstall applications through the ActiveSync interface itself.
