Not all dialers support 911. I guess you have a custom rom with a dialer that doesn't support 911 abilities.

I found that when I had to report a fire in the woods, the 911 call I made
had to use GPS, and it took some time to go through. After about 3 min. the person on the other end directed me to county dispatch. So now I just keep a list of all the direct #'s for emergency for each countys that I travel through. And next time I need to call 911, I will start GPS first. When I travel, I allways have GPS running. GWatch is free and keeps a log, or choose not to. http://www.ageye.de/index.php?s=download
