Jumping signal bars.. Is this normal?

I am running Rom version 3.35.651.2 (official)
and radio version 3.35.04
PRL 60610

The phone dashboard as you figured out only to show the signal strength. Interestingly enough, although this radio works better than the previous, my rumor (on sprint) has a better signal in my office. Kind of getting upset with the poor signal when cingular is kicking *** in here.
